Redneck country dweller here. No neighbor issues. Even the non-stop barking dog is so far away it's not really a problem.
I lived in town before though, had one nutty old lady neighbor that threatened to POISON my special needs nephew if he even came near "her" fence. Yes, gonna poison a 5 year old kid for coming near (not over, near) her stupid fence. I called the cops on her and after a 45 minute chat with her the officer came back to my house and said "Wow, she's nuts'.
Apparently one day she got mad at her doberman and throttled it, never been right since. Doesn't sound like she was not nuts before. We got her back though, had friends in a motorcycle club who would come visit us day and night on their very loud Harleys.
Then my landlord gave us a different house when we told him about the nutty threatening neighbor lady and that problem was solved.
Now, 20 years in the country and you couldn't give me a house in town.

This leave thing is mild considering I have endured 22 screws in my previous cars tires (3 yr period), branches throw on my back property, leaves blown also, ant infested branches at my foundation etc etc.
Do yourself a favor, get an in expensive security camera and point it at them,
Then install a "driveway monitor" alert system.
They will then know you are not playing around, and hopefully stop.

Maybe this would be a good opportunity to offer to help replace that fence. Then while you are working together talk to him neighbor to neighbor. I bet he has no clue exactly what pride your car, property and family bring to you. Who knows, he might even get a little pride in his stuff too.

I have one across the street that is beyond stupid. Thankfully karma is getting him hard for all the BS lies he has spread about me and my wife. When we move in a few months I'm going to see about living in the country.

I don't want to live in a neighborhood where I would have to go knock on the neighbors doors every time I went out to cut my grass... I understand the OPs pain especially since he had just washed his car, but this is part of living in a neighborhood without a garage.

I'd say try to work to a creative solution with the neighbor, open up the dialogue and have the discussion. If he is a reasonable person, he should make some effort to keep from mulching his leaves directly next to your car. If he isn't reasonable, then he will continue to do as he has done. Best of luck...

Rake your leaves in a huge pile for awhile and cover them with a tarp. Keep them there until the wind changes direction towards his house. Wait until your neighbor is outside doing something. Mow your leaves and blow that $hit all over his yard, cars, house, driveway and generally in his direction.

When he looks at you or notices, tell him you are just mulching your leaves because it's better for the lawn.

Gees...and I though I had it tough. Got new neighbors this summer and after they were told they can't park on the street, they now drive through my side yard so they can park on their side yard.

Problem is I can't bring myself to talk to them about it because, after all, they drive a 4th gen Camaro. ::sigh::
