Vac Leak?

I need a little help. I have been datalogging my car for Ted to tune at JRE. I have a 2010 l99 with the ls3 conversion kit and a cam from JRE, Whipple S/C with dyntacech LT Headers with off road mid pipe. He is pretty sure I have a vac leak because Bank 1 is leaner. I have tried about everything I have found on this site. Carb clean, Propane, & Soapy water. And never a change in rpms. I'm fairly certain none of the hoses have a small hole. So here is the last thing I tried. I took the intake tube off and put plastic of the opening and clamped it tight. I then removed the middle inlet on the blower and applied 10 PSi of air. I could then hear air coming out of the bolt the holds the linkage on for the vacuum actuator. My questions are..

Should air be able to come out there?

If not how to seal that up?
