Get some OE Brembo pads and a real good DOT 4 like Motul. It should stop on a dime.

If it has aftermarket ceramic pads, there is the problem. Those are garbage. Basically good for a show car that wants low dust, horrible for actually stopping the car. Brembo pads on fresh rotors with good Dot 4 should hang you from the seatbelt.

In the old days bleeding brakes, you started from the furthest point from the master cylinder and worked your way in. Is that still the way?

DOT4 needs to be flushed more often (every 2 years max). It is better for the track for sure, but not needed for the street.
