Wastegate problem

I have 10lb springs in my wastegates. One pull on the hyw boost will stay 10-11lb. But then I can make another pull and it will go to 16lb. Took the wg's apart and valves move fine. Unhooked boost controller and no change. And Idea? Wg's to small?

When running a boost controller, I generally install the lightest springs available, so they open when the boost controller tells them to, not when the springs allow the valve to open. Possibly a temperature issue, where the valves bind when hot.
