Pre-production vehicles aren't "saleable" vehicles...........they are used in the plant for build process tryouts, operator training and other forms of testing that require an entire vehicle assembled. These vehicles can't be titled but can be used on site at the plant as "pad" vehicles. They eventually get destroyed.
