Scrapping with wider tires and rims

Hey yall I have 315s in the back on 11in rim and I found out they are scrapping. It took me awhile to realize this and I think I damage the wire pretty good. My question is I'm not to sure what wire this is? Can someone help me identify please?

E brake cable. Clamp or zip tie it out of the way.

I keep mine tied back all the time. Doesn't rub on any of my wheels now.
