I believe the penalty, in California at least, is an infraction for three or less jammers and misdemeanor for 4 or more. They work but, if your not smart about how you use them it's kind of a dead giveaway. I personally have this capability on my SS with three heads. The idea is to give you a few seconds to slow down, not scrabble the officer's laser unit as you fly by.

You're correct- each state varies significantly. In Georgia for example, they could care less about the device. I would recommend anyone interested to research your state's specific regulations.
The biggest point is to be a smart user and kill the jamming as soon as you reach a more appropriate speed (2-4seconds) so the LEO can ascertain your speed...he's none the wiser to you actually jamming his attempt with this method.
