They're only a requirement with Xenon/HID headlamps in Europe. I'm not exactly sure what the reasoning is off hand though, but probably has something to do with safety. Probably along the same line with the required rear fog lamp (that is only on the left side), turn signals in the side mirrors, front reflectors have to be orange and rears have to be red, and the automatic headlight leveling on larger vehicles.

Yes, same fluid as the wiper fluid but for the lights it is a high pressure system so no wipers needed anymore like on 1980's luxury cars

Compuwiz is correct; legal requirement for HID lights (or Xenon as we call it) along with an automatic leveling system.

Experts state that HID light will be diffracted by dirt more compared to regular halogen light because HID is more focused. Dirty regular light just gets darker but dirty HID can be deflected and the risk of blinding is higher.

However HID lights are among my favorite extras from the last years; adds a lot of safety to driving at night
