I am by no means on this girl's side.......but keep in mind that it's not like Miley and 4 other people invented this act in a hotel room and sprung it on national TV live.
There was probably hundred of agents, choreographers, TV execs, image consultants and such involved. My point is, she was just the puppet and hundred of people condoned and approved this crap beforehand.
