Both seat backs are stuck in the forward position

So, hubby bought a second set of seats to have them reupholstered in two tone leather so he can switch them out when he wants to. We picked them up Friday afternoon and got them home in the garage and went to set the front seats upright but when you pull the latch on the back of the seat it doesn't release to let the seat go back into the normal position. I'm assuming it has to be something with the latch? Maybe I'm wrong...does anyone know what we need to do to fix them?
