I have a camaro V6，GM gave me a replacement front bumper，Is this used to mount the lower lip?

^^^ This. That front bumper at one time had a front splitter on it. Also note, looking at the side ports on the lower half, that is an SS front bumper. The V6 front bumpers have a round cutout for the fog lights.
