TiAL 50mm BOV not opening

My BOV isn't opening when I shift or let off the throttle. I have the correct spring in (black) I'm pulling -9 to -11 at idle.I've had it hooked up to a vacuum block running off the brake booster and directly behind the throttle body on the intake manifold. I've taken it apart several times and checked for rips in the diaphragm and everything looks great. Anyone have any suggestions?
