Did some digging and found some info on it.

Reverse image search brought me here: https://www.coroflot.com/tonyjennes7...mpany-Projects (Refresh bumper around middle of page)

And then found this thread on Camaro5: https://www.camaro5.com/forums/showthread.php?t=441502

Looks like it was a Rideskinz project that never fully came to life unfortunately. Would have been a nice option for 2014-15 owners, unsure what their quality is like though. They don't have an operating website anymore either.

Was browsing through the designer's portfolio and came across some renderings of what the finished product would have looked like in different colors.

Having converted both a 2010 & a 2016 camaro front to fit an 83 el camino, hot air plastic welding is the most durable way to modify the thermo elastomeric olefin plastic these bumpers are made from. It can be reshaped with heat & welded, but this requires something of a mold to hold it to. This is not easy to do and why most any custom nose you will ever see is made brand new from fiberglass. A poor quality duraflex fiberglass bumper could be much more easily modified, but would still be a huge time consuming expensive labor process that few would care to do.
Urethane is the other material the OEM's quit using years ago because of issues & the aftermarket still uses because of lower cost. It simply ain't stiff enough without reinforcements for a large part. This is what I read that rideskinz was using.

Could always learn metal shaping & fab.

i can tell you that the rideskin bumper was garbage in quality. my body shop did mine and refused to do anymore after it due to the overall very bad fitment of it (FYI it is a very popular body shop on here in a really large market area for the camaro). It did look f'ing amazing when he was done fixing it though.
