They're not painted completely black, they just look dark when not on. I don't know what kinda paint they used though. And yes, light does come through them without any problems.

Legal? My car's straight piped, with no mufflers. I'd worry about that first.

Awesome car! I will second what others said about the chrome bezels, bowties, and emblems, but the first thing that stuck out at me are the chrome lug nuts! Black please!
