Is this fixable?

What do you guys think? Body shop said that putting bondo in that place would be weak and non sufficient... Recommended a new bumper.

A new bumper is not that expensive. Check on the site in the for sale section or ebay.

Yeah if they are going to have to reshape, and bondo, and blend the paint anyway... you might as well just start with a new bumper.

Bumper Facias/covers are repairable. Bondo has nothing to do with it. Do you homework.
But a new cover might be your best way to go.

I would suggest a new bumper or find a used one off craigslist. Bondo will crack eventually.

There are plastic "bondos" now. They "weld" the pieces back together. If done right, it's just as strong as original was. But you need to find the right guy who knows what he's doing.

and by the time you pay for his labor a new bumper might not be such a bad deal.

is there a piece that goes over the area with the white dots? If so and if you have it why not try crazy gluing it back on and then minimal body work?

Depends on how picky you are. If you don't mind them heating the plastic up to bend it back into shape, glue and screw the bumper back in place (altering the body permanently) and build up the missing piece then paint and blend, then I am sure you can find somebody willing to do it. If you want them to fix the bumper to where it attaches properly back in place without undue tension then it probably has to come off, then someone has to build up the missing section and fix the attachment point that is damaged. If the bumper is off and the paint is out then painting a new bumper cover might be cheaper than the labor in the first place, and the likelihood of getting an acceptable high quality repair goes way up.

When I bought my car one of the other cars I looked at (drove over 500 miles round trip and otherwise really liked it) had similar damage from a car wash on the rear bumper with the offending bit still attached and also curb damage to the front bumper. While the owner suggested just forcing the piece back in place and super gluing it to the body to keep it in place, but that wouldn't be acceptable to me, with the other minor body damage it had the only way I would drive the car is with 2 new bumpers and a total re-spray but it was a 10 to them. So if you can live with it keep shopping around there will be a body shop that will take your money, but the outcome is probably better with a new bumper cover.
