ZL1 light help, little info needed -Fog or DRL's



my question is, - the upper light (not sure if its fog or DRL) below the headlight, is there any way to service them without removing the frt bumper cover?

Upper lights are DRL and can be accessed from the wheel well after removing the forward fasteners that attach it to the body.

Okay, so I have another question: the owner's manual states that the light sensor at the dash controls whether the daytime running lights are on or off. But so far, the only time my daytime running lights come on is when I shut off the car and take out the key.

By which logic do the daytime running lights operate, when does the sensor decide when to turn them on?
