Red Cluster Guages

Does anyone know how this can be done?

i want the Blue numbers IN red as well as the hash marks

if its LEDs that are lighting them up then you could just put different colored LEds

I think he means they are surface mounted LED's. If' that's true then they are VERY small and hard to solder on by hand. Found some images of them here.
