Belly Pan install on 2011 SS

Issue 1:
The bottom edge of 2011 fascha is longer when trying to install belly pan pn# 23188146. If I line up the pan with frame rail, notches, etc the front lip of pan is about 1.5 inch longer. I can only think of few options.

1. Prob easiest option. Leave front lip alone but slide whole pan back to align with fascia. All the cutouts, notches, etc will no longer lign up. Since mine is 2011 I have no cutouts in frame for the oe nut inserts. I can drill the new holes wherever

2. Leave pan where it should align with frame. Drill new holes in belly pan to secure fascia. I have riv-nut to use on pan to secure them together.

Issue 2:
What are the piece that should fill gap between wheel liner and belly pan?

Thanks
