I like how on page 74 of the brochure, the page with the LSA engine (engine in the cadillac CTS-V), under possible applications it says "build your own Z-28 Camaro".

Is this proof that GM was thinking of making the Z-28 Camaro with this engine?

Notice the fine print under the "Possible Applications"

no. it's a way to get you to want to buy a crate engine and void or significantly shorten your drivetrain warranty
