Learn how to drive it. Your dad will probably sandbag the hell out of his Hellcat. The #1 mod you can do is the driver mod. An expertly driven stock ZL1 will smoke a Hellcat with a 2.4 60'.

Start bolting on parts. I've seen these Hellcats dyno around 640rwhp. To get to that horsepower range will take some serious mods. Most go with heads/cam/headers/pulley/od crank pulley/injectors to get into those numbers. We have some nice set ups available to get you there.

What's to keep him from modding the hellcat. I just read an article of one running in the very low 10's was not a lot of upgrades. Hell if he put slicks on he'll probably drop .5 to 3/4 of a second.

If he can drive, then you're going to have to spend a bunch of money to even get close.

If you're willing to spend the money, then it will take a full overhaul. Heads, cam, tune, pulleys for more boost, etc

dont forget solid subframes. these cars loose time on getting the power to the ground.

You're kidding right? They have compared these two cars and yes the Hellcat has 707 hp but it is not a cornering car(although the they have made headway) it is heavier and therefore does not need much to beat the hellcat. Good tires, good driving skills, and a few bolt one is all he will need.
