Angry Rev limiter

I got a couple of questions. I have a v6 2ls 5 gen and i have a question. when i put the car in M (automatic transmission) im in second gear and if i want to drop to first gear, the car will mot downshift unless first gear hits a max of 3k rpm. (So i will downshift and the car will wait till ive slow down enough that when it sends it to first gear the rpm doesnt go higher then 3k). Anyone else have this? If so why would this even exist?

To protect the car from someone running a high rev that would blow the engine. GM built in some safety features on the ECM to keep some knuckle-head from blowing his engine if he was trying to downshift to fast and not letting the engine rev's drop to a safe number.

Not saying you would do this, but I can easily think of 10 people that would have no clue what they are doing and would of easily blown the engine up.

Mine won't rev past 3k in neutral I believe that's the limit, would have to check. However I've hit the tap-shift down to first sooner than wanted(hand on paddle, bump in road) and it went to 5k right away. Yes mine is also a 2LS. I have no control over when it up shifts though, just the highest gear it will shift into. So if I choose third it won't shift into fourth, and shift points seem determined by how much throttle I'm commanding.
Doubt any of that helped but yes my '12 will downshift when I choose as long as its not past the rev limiter around 6k rpm's I think, again don't remember number for certain somewhere close though.
