Hey man, I just got COTW. And, Tran (administrator) is the one who makes the call. You just have to have a build thread (in members journals). Make sure its got lots of pics, stories, really anything. And, he picks, its not a voting thing, or an applying thing. If he likes it he will pick it. Simple as that.
