Come on guys...this is the 21st Century. There is a better, faster way now. Use 3M finishing film. Its done dry and you can cut and buff a whole car in 4 hours.

The factory clear is not very thick due to the nature of clearcoat applied by robots. To properly hand apply clear, you start with a dry (tack coat) then finish with multiple, heavier layers. There is a very fine line between getting a flowed out finish and getting some orange peel if you do not plan on wet sanding and buffing. I don't think it is a possiblity on a production line painted vehicle with the products that are currently available. Maybe in the future.

At the Toyota plant in KY, it is very similar with the exception of the feathers! Funny, they are called "Smurf Suits" here too. The plant tours do not go into paint, plastics or the powertrain sections. You have to call ahead to take a tour on a tram.
GM was the first to use the bells to paint their cars. I forget how many RPMs they turn, but it is up there.
I wouldn't try to wet sand the clear coat as it is very easy to burn through it.
