To answer your first question, I believe GM did that so that the flat black vinyl would protect your eyes from glare of the sun that an otherwise shiny beautiful paint may cause. It's especially helpful when racing and doing other shenanigans in your car in a closed circuit track

At least, that's the way I understand it......
