It was a series of testing with a multimeter and a lot of patience. It appeared that the ecm was bad so when I took the wiring harness off it appeared to have a bit of corrosion on the face of connector. So I cleaned it and focused on the ecm. I noticed one pin missing so I took the connector apart and pulled it out of the terminal. The ecm needs to be replaced and will do so when I get a chance.
