Cant get over 4000 RPM

I was sitting in my Camaro today with it running in park. I stomped on the pedal a few times and noticed that it would cut out at 4k. So I put the pedal to the floor and the rpm's would not go over 4k. At that point it didnt cut out just stayed at 4k till I let off. Is this normal? Also I have alittle over 1500 miles and a canned predator 93 octane tune with dod disabled.

Yes, that is normal, it is set to 4000rpm in park, neutral, and i believe reverse.

I accidently went to a high rev in neutral in my manual SS and I heard the engine sound like it hit a rev limiter.

That's a normal, new safety feature. I had a rental car that did that too. It was an Impala.
