2015 1LE #2 Cylinder has bulge.

Been chasing a lower end tick on my 1le and narrowed it down to the pistons skirt being destroyed. Started putting in the new piston and rod and the piston installed was hard to turn over crank by hand. Pulled it out and low and behold lower skirt chipped. Started looking in the cylinder and didnt see anything until i got to the bottom. There is a bulge going into the cylinder at the very bottom of the sleeve. Trying to find a new block now for it. But how the heck would that happen?
