Strong fuel smell

After getting lifters replaced there is a strong smell of fuel not just vapor from the passenger side in the back near the fuel tank I checked to see if there is any leaks from the front of the engine ,none at all but I couldn't figure out where it's coming from the fuel tank area if the fuel vent went bad wouldn't it throw a code ? How can you tell if it's running rich

The 5th gen is notorious for the seal on the passenger side tank to leak. Look down under the car in front of the right rear tire and see if the tank is wet

Seal

Which one would it most likely be from the neck that connects to the plastic tank or the ring?

Only thing I can see would obviously be the fuel lines to the fuel rail but maybe the purge/evap line is cracked or broken? Evap line is most likely, it is a plastic line. A smoke test on the evap system will definitely show the leak.

I disconnected my evap solenoid and capped off the hole on the engine. Now often after parking the car, I can smell strong fuel smell at the fuel cap area. Check the evap system, I'd bet it's at the solenoid.

The evap solenoid in the engine bay with the plastic hose?

Well on my ZL1 it has a plastic hose and a wire connector. It goes onto the intake to burn off fuel vapors when the ECM tells it to open. Another emmissions asset.
Make sure it's plugged in, hoses connected and if it still smells, pull it and check the o-ring.

By disconnecting the purge solenoid at the engine your not allowing the vacuum from the engine to pull the fumes from the charcoal canister. Your evap vent valve vents through a tube that’s routed up the fuel fill tube. You can’t see it but it vents near the gas cap. Your canister is saturated and therefore when the vent valve opens (when your fueling your car) all the fumes escape near the gas cap.

I just checked it right now there is no gas vapor coming from the evap solenoid and no broken lines but the smell is still coming from the passenger rear wheel well, early in the morning when I start the car I don't hear that vent tapping anymore

Yep, sounds right. My reason for removing the solenoid had to do with tuning my car on HP Tuners. It didn't matter to me about the smell. I was only trying to give the OP a reason for his fumes. It's not a good idea to leave the solenoid disconnected, but it sure helps with fueling AFR stability. I'm sure there a way in HPT to turn it off, but I wanted to be sure so I plugged it temporarily.
