Help! Drivability Issues P1682, P0690

2010 Camaro SS M6, car starts and runs. There has been 1-2 times, 3 tops, where it idled rough, popping, but its been starting and idling fine. Check Engine Light on dash is not on. Engine revs to redline when parked. Drives fine when driven normally if shifting below 2,800 RPM. No issues at any specific vehicle speeds.

Issue is engine will not rev past 2,800 RPMs. Best way I can describe is it sounds like Im on a 2 step. However, when bouncing at 2,800 RPM, engine is spitting, popping, strong fuel smell, running pig rich.

I swear I can hear a change in the engines tone/pitch. Sounds lower, noticeable increase in the engine shanking. When that happens the Check engine light turns on, Message pops up to service stability. Once I let off, RPMs drop down below 1,000 then bounce back up to “normal” operating range, I can hear the engine tone/pitch change back to “normal” and healthy, check engine light turns off, message to service stability goes away and it goes back to driving normal.

No check engine light on, I scanned it (with a regular hand held scanner) anyways and it ended up showing 4 codes: one permanent and one pending for each, P1682 and P0690.

P1682 Ignition 1 Switch Circuit 2
P0690 Engine Controls Ignition Relay Feedback Circuit High Voltage

Tested fuse box still in vehicle with battery connected

Pin connectors for PWR/TRN Relay: Terminal 30 and Terminal 85 both show voltage.

From what I understand, the PWR/TRN Relay Terminal 85 should be Ground supplied by the PCM/ECM.

Removed the fuse box completely from the vehicle and found continuity between PWR/TRN Relay Terminal 30, Terminal 85, and the RUN/CRNK Relay: Terminal 30.

I’m thinking the issue is the fuse box. Thoughts?

Plugs, wires or coils. Have you checked them?

Would someone please help me out and verify if you have continuity between these 3 pin connectors on the fuse box?

swap the powertrain relay K26 with the rear defog relay K55
clean pcm and run it and see how it is.
the powertrain relay provides power to the internal ECM circuits associated with the throttle actuator control operation
