To me, it's sort of an odd question. Boost is not directly related to hp. One can increase boost with a pulley, but then lower boost with headers...and gain hp with both mods.

Here. Simply, 1) 18 % 2) injectors 3) tune 4) long tubes no cats. Leave cam alone. Some fuel system mod and that should scare you for while.
