From my understanding the adhesive is only on the inside ring from the back...I got ACS themselves to install...

That is correct, there should not be any adhesive on the outside. Adhesive is used to bond the inner ring to the inner surface of the port and NOT the bumper.

I think my installer messed it up.
When I picked it up, the ports weren't flush against the bumper so he used some black sticky stuff around the edges to cover the gaps.
