Hi, I want to chrome a sheet metal cover panel under the hood. Please see the pic with the part circled in blue line with blue dots. Can this part be removed without taking off the nose panel (front) of the car?

YES....I have done it many times. just look at it there are a number of screws/push pins around it and that's all....remove them and remove it. PIECE OF CAKE!
