It's an electronic module that plugs into the OBDII port under the dash and it prevents the car from going into 4 cylinder mode (active fuel management). Only SS automatics (L99) are saddled with this annoying bit of technology.

My radio stops working when it goes down to 12.5 . Then my radio will stop everytime I touch the brake pedal or turn on signal but when it’s at 14.6 my radio works fine. Or is the battery not the problem? Can someone help

Probably a weak connection, like ground connection to the radio.
