If you removed the cats, Probably not.
Register your car in Rio Rancho. DMV does not require or even ask you for proof of residency. I live in ABQ, and there is no way I would pass..... I actually registered all 3 of my vehicles in RR just because I didn't feel like paying the $19.99 each for the tests on the other 2.
