I think they figured that would help them get a shuttle. They could say they already had a place built specially for it.

Orion Update
NASA managers have issued a Change Request to change Orion's Exploration Mission - 2 (EM-2) from a visit to an asteroid, to a 25 day flight past the moon.

No, we still will. They're basically asking to change Orion's EM-2 mission from an asteroid mission to a mission around the moon just to better get an understanding of Orion's systems.
