Just to clarify, that price of $3200 before tax included the shop putting in their own headers. I'm not sure what brand they were putting in, as I realize that the cost of the headers can vary based on the product. But let's say the headers cost $1200 with cats, the tune and labor are still around $2000. Is that reasonable or still high?

High priced headers with cats will run you $1,500 give or take a couple hundred. Mid priced with cats around $1,000 give or take a couple hundred again. If you take your numbers of $1,200 that's $2,000 for install and tune. That is still way too high. At most a header install should be $600 and a tune the same which would be about $1,200 and that's the high side of both. You're still about $800 above where you should be, or about $500 if you use high priced headers with cats.
