Selling a car w/o an invoice?

I'm curious about how the invoicing, sale and ownership change works on a new vehicle. I've seen here in the forums that invoices may or may not come ahead of the vehicle delivery, and it appears it will hold up the sale. I assume that a window sticker or phone call can settle MSRP and therefore the issue is about ownership.. but I have no idea. Can a dealer proceed with the sale of a new car without and invoice?
