Launch control. Stand on the brakes and floor it. Shouldn't go above 4K until you launch. Mine works perfectly.

(Should note that you have to be in competitive driving mode.)

Autos have a rev limiter at 4K RPM when in Park.
My 2007 Monte Carlo SS 5.3L had this too... I noticed the difference when I bought my 2011 Camaro SS M6. This carried on to the Gen6 cars. It is the same on Corvettes as well.

You can fix this with a tune.
When you are in gear the rev limiter/governor changes the limit.

M6 cars only have 1 limiter and that is right at red line. This is why some can high rev in park and some are limited at 4K RPM.

This is not correct, if you are sitting still and you stand on the throttle while the clutch is pushed in and or while the gear shifter is in neutral, the M6 cars will only rev to 4k RPM's as well.

Their calibration and the fact they use a gear position sensor and a clutch sensor allow them to know if you can rev higher or not.
