Launch control. Stand on the brakes and floor it. Shouldn't go above 4K until you launch. Mine works perfectly.

Autos have a rev limiter at 4K RPM when in Park.
My 2007 Monte Carlo SS 5.3L had this too... I noticed the difference when I bought my 2011 Camaro SS M6. This carried on to the Gen6 cars. It is the same on Corvettes as well. You can fix this with a tune. When you are in gear the rev limiter/governor changes the limit. M6 cars only have 1 limiter and that is right at red line. This is why some can high rev in park and some are limited at 4K RPM.
