Can anyone explain in greater detail how to drill the rivets out? I tried taking a drill through the center of the rivet, and it went all the way through, but did not release. Do I use a larger-diameter drill bit, and drill the head off? I'm afraid I've probably damaged the facia even more now.

OK, to answer my own question, I took a bigger bit and drilled out the head. Wish I would have just done that, as the rivets would have probably filled the holes rather well. Still not happy, but I I'll probably borrow a dremel and cut off the small pieces of rivet protruding from the holes, and call it a day. If you're not looking for it, you don't see it. . .

If the plate was installed correctly there should only be two rivets at the top of the lower grill:

I live in a one plate state but bought the car in a two plate state. I must have told the dealer a dozen times not to install the front plate. I’m sure he thought I was nuts. Happily, no front plate bracket installed.

If you don't like the bumper plug idea, you might get an acceptable result using a hot glue gun to fill the holes then trimming flush with a razor blade. Use a black glue stick.
The glue gun sticks are polypropylene. Bumper covers are usually EPDM, which is PP with a stiffener.

Success! All that remains are two 7/32 holes that are not noticeable. Not even worth plugging.

I believe many of us, including myself used a 3/16 to drill through. I never plugged mine as they are hardly noticeable. Just take your time.
