Is this normal?

I was working on car and noticed this on both sides. Is this normal r should this be lush? Sorry. Don't know name!

Are you talking about the strut piece 1/8 - 1/4 inch gap on the strut tower retaining washer?

Normal. Its a floating strut and that's the cap keeping it from falling out of the car. Small gap under it is normal. It looks even stranger when the wheel is turned because then it leans, too.
