Wanted: DIY Steering Wheel Rehab thread

I have a Hot-wheels steering wheel with paddle shifters that has a few gashes in the soft black material and I was hoping someone has a fix.

I believe you best bet is to remove scuff it up with a fine sandpaper or a scotch brute and then use adhesion promoter, primer, and then color of choice.

I don't have any issues painting it if need be, but there is a soft rubbery substance coating that portion of the wheel. I was hoping there was a way to fill in the "hole" level with the rest of the material.

I have considered Plasti-dip and liquid tape, but the texture and color is a bit off.
