2015 Camaro Paint Discoloration

Over the past year I noticed this spot on my car. It has slowly grown. The car is exposed to the elements and there is a tree ever so often that the car is parked under. This "Spot" is only located in the back left panel of the car and is NO where else on the car. I would appreciate any and all help in figuring out what it is.

It looks like a spot repair to me. Someone painted parts of the quarter. You can do that and blend the edge in and melt it in with reducer, but eventually it usually shows up.

The paint on my 2015 was terrible. If you did not get bird crap or anything off it immediately, it would etch the paint. My 2013 is not like that.
