Why would they sandwich the exhaust like this? Is it worth changing?

Because there is a brace there for the convertibles
GM is cheap and only wants to make one part number. Cross directional area is the same, iirc. So no gains

The mash has been cut out and replaced before and tested and showed no increase in performance.

We know changing it adds no hp, that's obvious, but does it make a difference in sound?
