No grammar complaining from me. Point is, OP is getting screwed. I would contact GM customer service. Keep it short and sweet. Not app the gory details. Be courteous and respectful. Tell them this is not what you paid for and that your dealer is refusing to perform the repair per the TSB. Good luck with it! Best to find another dealer, the way it sounds.

Yep, your service tech is definitely not doing his job. I've seen that bulletin, and it doesn't even pertain to our area.
