The factory rev limiter may be set to 4000 RPM when the car is not in gear. When I was in high school, the school's auto tech garage had a 2003 Malibu that did the exact same thing. Your friend must have a tune that changes the limiter.

The 4000 rpm limiter is there to prevent over-revving the engine and causing damage. You shouldn't be intentionally revving the engine in park, so this helps not cost you a new $10k motor that GM would not warranty.

The park limiter can be edited with a tune. Normally, most shops are setting them to 6750 or 6800 when in gear, but leaving the park limiter alone as it is not necessary or helpful in a performance aspect to modify that parameter.

Remember that tuning a car does not make more power, it only improves the engine's efficiency which is where the power gain comes from.
