Toothbrush + wheel cleaner = clean calipers. I hate stuff like that but it should work.

Not mud. That's caked on brake dust. You'll need a degreaser to loosen it and then scrub away.

try wd40, don't get it on pads or rotors. Always worked good for mud on dirt bike exhaust

Sonax to the rescue. If you want them spotless remove the wheel to do a proper detail. It's hard to get them perfect if your manipulating brushes through the spokes.

Agree with above - thats clearly just stuck on brake dust.
Hit it with a de-ironing wheel cleaner like Active Wheel Cleaner Plus... and if you need tools to reach into those hard to reach spots I like the Detailing Woolies (the small one is perfect for that area) or a detailing and lug brush if you can line up the spokes in a way that the caliper is mostly exposed.
