2014 1le code po15b

I have done a cam and bolt ons on my car as well as a tune. Can a bad tune cause a PO15B code? Also I noticed when the code appears my voltage seems to always be down around 12.3-12.6. Anyone have any answers on how to get this code fixed? I have replaced both o2 sensors and the code still comes back within 150 miles.
I have 10 days to get it fixed and drive it 150 miles to get it inspected. Any and ALL help would be appreciated.

Need to take it back to your tuner. I assume you have installed headers? If so, there's your problem. Tuner probably just missed a code (or perhaps all of the P015x codes!)
