Factory GFX splitter install

Installing a factory GFX splitter and have a question.

What was supposed to be anew, never installed splitter, turns out the what seems to be a new once tried to install splitter.
The end brackets were removed, so I was confused a little with the instructions.
But the real problem is that the rivets need to hold the bracket across the entire worth of the car, are not there.
These things must be made of gold. Prices range anywhere from 3$ each ti, get this, > $20ea.

My question is, what would be a good alternative to this golden rivet?

Do you think a self tapping screw would hold, or should I remove the entire front fascia and use standard rivet with a backing washer?( not really my favorite idea)
