Possibly but it's gonna take a lot more than the snail to make it work.

Look into a FULL turbo kit in an aftermarket store. Plus a T3 is kinda small isnt it?

That and there is a reason turbos cost anywhere from $1,000 to $3,000 each.

I wouldn't buy that turbo, the specs are completely off from a genuine T70. A real T70 refers to a turbo with a compressor inducer thats 70mm in diameter while ebay only companies seems to call any turbo with a .70ar compressor housing a T70. That compressor inducer is only 52.8mm which would be equivalent to a T53 and it seems the turbine specs are listed incorrectly as well. Take a look at garrett turbonetics or master power t70's to see the difference.
