If you would of read the article you will see it was posted on January 2016 whereas the link from the OP was posted on June 2016.

I'm happy for the guy but when you put all that "street legal" stuff on a COPO... it's no longer a COPO. I would consider it a COPO Clone, since the original factory spec Central Office Production Order has been altered.
